A qualified electrician typically has a 3-4 year apprenticeship and a Level 3 technical and vocational qualification or a Level 3 Diploma. These qualifications can be obtained without the need for an apprenticeship, but an electrician will need to have worked in the electrical industry to achieve the vocational qualification and is unlikely to do so without at least three years of experience.
An electrician with a Level 3 Technical Certificate and a National Electrotechnical Training (NET) AM2 certificate may be considered an electrician by the Joint Industry Board if they have evidence that they have been working in the electrical industry for a reasonable period of time (JIB). Someone regarded as an electrician would be expected to have the experience and knowledge required to carry out electrical work in domestic, commercial, and industrial environments, though commercial and industrial environments may require some additional specialised training in some cases.

Since 2005, if you are doing electrical work on your home, it must be covered by ‘Part P’ of the Building Regulations. That is the rule. It means that whoever is doing the work must adhere to rules that ensure the work protects you and your family from fire or electric shock. It’s intended to keep you and your loved ones as safe as possible. This is true whether you’re installing electricity in a new home or extension, or modifying or rewiring an existing system. Part P is fully detailed on the Communities and Local Government website, communities.gov.uk.
If this is a solid fault (it will not reset), it is most likely the result of a faulty appliance that is plugged in but has developed a fault. The washing machine, dishwasher, or tumble dryer is the most likely culprit. Unplug each one in turn until the RCD remains locked in the “ON” position. If it’s not one of those items and your freezer is on the same circuit, unplug it as well. If the problem persists, use an extension cord and plug it into a plug in another room as a temporary fix (on an unaffected circuit) until you locate the faulty appliance.
The kettle, a steam iron, and anything else that comes into contact with water are also likely suspects. However, keep in mind that even small items such as radio alarm clocks, phone chargers, and mains adaptors can cause the RCD to trip, so double-check everything.
